Reference Guide for Domestic Travel

Basic guidance to follow before, during & after your flight to travel safely during COVID-19. Know more about state-wise regulations and the respective protocols that the state government has laid out for passengers. For more details please go through the World Health Organization website.  Since air travel requires spending time in security lines and airport terminals, maintaining social distancing is a must during this time

State-wise Guidelines

Health Screening: Thermal screening shall be done for all passengers.

Passenger Obligation:

All passengers are required to register themselves on Spandana website

All passengers must download Aarogya Setu App.

Health Screening:

Thermal screening will be conducted upon arrivals

COVID swab test will be conducted upon arrivals. Antigen test available in GAU.

Effective 9th Apr’21, for passengers coming from BOM & BLR, it is mandatory to carry RT-PCR negative test report issued from a ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time. The test report should be verifiable using QR code or otherwise.

Quarantine:

Thermal screening will be conducted upon arrivals

COVID swab test will be conducted upon arrivals. Antigen test available in GAU.

Effective 9th Apr’21, any passenger from BOM & BLR without a satisfactory RT-PCR report will have to go for paid COVID-19 testing at airport. Passenger will have wait within airport premises at own expense till the test results are not available.

Passenger Obligation:

  1. Passenger with Valid Return ticket within 24 hours are exempted from Quarantine GAU
  2. For GAU, since Antigen test is available, following shall be the steps for arriving passengers from other states.
  3. If the test result is positive, the passenger will be moved to COVID facility for further processing.
  4. If the results are negative, swab test will be done & sent for RT-PCR COVID-19 test also. The passenger will be allowed to proceed and Home quarantine for 05 days within which RT-PCR results will be shared.
  5. Passengers not willing to quarantine can avail the RTPCR results within 60 mins by paying 2200/- INR.
  6. If the passenger does not wish to Home quarantine, district administration will facilitate the quarantine option in a hotel. The expenses will need to be paid by the passengers.

Exception to Quarantine and COVID test:

  1. Foreign diginitary / diplomats belonging to any embassy or diplomatic mission in India on an official visit.
  2. Officials of multilateral funding agencies like world bank, ADB, JICA e.t.c on an official visit.
  3. Officials of investigation / intelligence/ agencies such as NIA, CBI, ED, IB on an official visit covert visit.
  4. Official of income tax on an official visit.
  5. Passengers returning back to state within 24 hours of departure.
  6. Asymptomatic Child below 10 years. However, parents may opt for test at designated COVID 19 test centers.
  7. Persons who have undergone COVID 19 RTPCR test from ICMR approved centers not before 72 hrs of their arrival at GAU and their results are negative.
  8. Pregnant Women
  9. Elderly passenger above 75 years
  10. Person due to attend funeral of immediate relation.
  11. Symptomatic Passenger shall undergo RT-PCR test also.

Health Screening:

  1. Thermal screening will be done for all passengers.
  2. All Incoming passengers arriving shall have to mandatory carry RT-PCR negative test report issued from a ICMR approved lab, subject to condition that RT-PCR test should have been taken within 48 hours. RT-PCR timeline starts from the swab collection time.
  3. 5 passengers in every flight in day will be randomly picked up for a Rapid Antigen Test on arrival without any charges.
  4. 1 airline on daily basis will be notified to undergo 100% Rapid Antigen test on arrival without any charges.

Quarantine:

  1. No institutional or home quarantine for passengers with negative RT-PCR test report.
  2. If any passenger tests positive will be sent for institutional quarantine for further treatment.

Passenger Obligation:

  1. All passengers must download Aarogya Setu App
  2. RTPCR Negative test report within 48 hours of journey will continue to be mandatory. Any passenger not carrying RTPCR negative report will be sent back to origin on the same day.
  3. HAND WRITTEN REPORTS ARE NOT ACCEPTABLE. 
  4. Any passenger arriving without RT-PCR negative test report will be deported on the same flight.
  5. Travel to North, Middle & Little Andaman Island is not permitted for tourism purpose till further orders.

Health Screening:

Passengers arriving from Maharashtra, Kerala and Punjab will require RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.

Random RAT test will be free of cost at arrivals for passengers from other sectors.

For GAYA only

Passengers arriving from Madhya Pradesh, Delhi & NCR, Gujarat, Maharashtra, Kerala & Punjab will require Vaccination Certificate/RT-PCR/RAT negative report from ICMR accredited labs. RT-PCR timeline starts from the swab collection time. Following are the scenarios for valid RAT/RT-PCR report / Vaccination certificate

  • Rapid Antigen Report within 24 hours.
  • RT-PCR report within 72 hours.
  • 14 days past certificate of both doses of COVID vaccination.
  • Rapid Antigen Facility is available at arrivals (free of cost)

Quarantine:

Quarantine will be determined based on the test results.

Passenger Obligation:

All passengers must download Aarogya Setu App.

Carry RAT/RT-PCR negative report as per the guidelines mentioned in Health Screening section above.

Airlines Obligation:

Ensure passengers from Maharashtra, Punjab & Kerala are not boarded from origin station for Bihar bound flights until they are in possession of a RTPCR negative certificate

Airport/State obligation:

Thermal screening will be conducted upon arrivals.

RT-PCR reported to be checked for passengers arriving from Maharashtra, Kerala & Punjab.

Random test to be conducted for passengers arriving from other states.

Health Screening:

Thermal screening will be done for all passengers

Quarantine:

No quarantine.

Passenger Obligation:

Passenger is required to fill up Health Declaration form upon arrival

All passengers must download Aarogya Setu App

All passenger must register on COVA Punjab App before commencing their journey

Health Screening:

Health Profiling will be conducted upon arrivals

Quarantine:

7 days home quarantine for passengers who are residents of Chhattisgarh, Raipur. Passengers having return tickets are exempted from quarantine rule.

Passengers having return tickets within 72 hours of arrival are exempted from quarantine rule.

Passenger Obligation:

Contact details & Journey details to be shared at Covid desk.

ITS NOT MANDATORY to apply for epass.

Health Screening:

In view of the surge in number of COVID-19 cases, random sample collection will be done for passengers arriving from states where there has been a spurt in number for COVID-19 cases. Passengers will be allowed to exit after sample collection.

Thermal screening will be done for all passengers upon arrival.

Passengers arriving from any city in Maharashtra will require RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.

Quarantine:

Passengers who are found positive will be quarantined at home or CCC/CHC/Hospital for 10 days.

Passengers arriving from Maharashtra without RT-PCR negative report shall be required undergo 14 days of home quarantine. All constitutional and government functionaries and their staff members are exempted if they are asymptomatic

It is mandatory for passengers arriving in the state of Gujarat from other states/UT to carry a negative RT-PCR report not earlier than 72 hours from an ICMR approved laboratory. RT-PCR timeline starts from the swab collection time.

Children below the age of 12 years will be exempted.

Quarantine:

Domestic travelers:

All persons coming to Gujarat from other states for admission will have to be screened compulsorily.

Passengers who don’t come with the negative RT-PCR certificates will be retained till the time of the test results are out which will take about 6 – 7 hours. Passengers will need pay for the COVID test conducted at the airports.

On Arrival Testing facility is not available at Rajkot and Vadodara Airports

For Surat (STV) only: Carry a negative RT-PCR report not earlier than 72 hours from an ICMR approved laboratory. RT-PCR timeline starts from the swab collection time.

Domestic travelers from other states arriving at Surat have to fill online “Novel corona self-reporting form” and to download “SMC COVID-19 Tracker” app.

  1. SXR : for the Defense Personnel
  2. IXJ : for the Defense Personnel arriving to join duty.

No institutional quarantine now. Pax if tested positive will be sent for 14 days home quarantine.

Passenger Obligation:

  2. Passenger is required to undergo COVID-19 Test at the Airport

Health Screening:

Mandatory thermal screening will be conducted for all passengers arriving from Maharashtra, Kerala & Telangana.

Symptomatic passengers will be tested for RT-PCR/TRUENAT & if found positive will be home isolated.

It is mandatory for passengers arriving from ANY state to carry a RT-PCR/TRUENAT negative report from ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time. Passengers arriving without negative RT-PCR report will be subject to RT-PCR test (free of cost)  & fill up self-declaration form.

Quarantine:

Symptomatic passengers will be tested for RT-PCR/TRUENAT and if found positive will be advised for home isolation.

Passenger Obligation:

  1. RTPCR Negative Report within 72 hours is mandatory for all passengers arriving into Ranchi from all states.
  2. All arrival passengers must fill up the Self-Declaration Form for submission to State Health Dept. on arrival at Ranchi
  3. Passengers are advised to self monitor health for 14 days.
  4. All passengers must download Aarogya Setu App

Passenger Obligation: It is MANDATORY for passengers arriving from Kerala, Maharashtra, Punjab & Chandigarh to carry a COVID negative report from an ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time.

 

Health Screening: It is MANDATORY for passengers arriving from Kerala, Maharashtra, Punjab & Chandigarh to carry a COVID negative report from an ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time. This is a requirement by the Govt. of Karnataka.

Quarantine: None

Kerala (e-Pass Mandatory) : All passengers shall be required to register their details on Generate e-Pass

Health Screening:

  1. Thermal screening shall be done for all passengers
  2. COVID test for symptomatic passengers.
Quarantine:  Domestic Passengers:

14 days of Home Quarantine for all passengers

Exception to Quarantine:

Passengers who visit the State for a short period for purposes like business, official, trade, medical, court cases, property management or any like purposes will be exempted. Government have allowed them to visit the State for a period up to 7 days without mandatory quarantine ONLY after obtaining entry passes through covid19jagratha portal. They shall provide the details of local itinerary along with the purpose of visit and local accommodation and contact person. Any deviations from this, during visit, shall be informed to the authorities with valid reasons.

Passenger Obligation:

  1. All passengers must download Aarogya Setu App
  2. All passengers shall be required to register their details on https://covid19jagratha.kerala.nic.in/ and obtain e-pass.
  3. Upon arrival, passengers are required to show their e-pass to the Health Officials at airport and undergo Home Quarantine for 14 days.
  4. All passengers intending to visit any other State or UT after entering Kerala shall be required to have the entry pass for Kerala and the State or UT s/he intends to visit.

Health Screening:

Thermal screening shall be done for all passengers.

Negative RT-PCR report on arrival (not earlier than 96 hours prior to arrival) is required for all passengers arriving into Leh. RT-PCR timeline starts from the swab collection time.

Quarantine:

If passengers are not carrying negative RT-PCR report, then mandatory 7 days of home quarantine. COVID test may be conducted at the end of quarantine period.

Passengers may have to be tested for COVID & if tested positive, passengers will be transferred to COVID facility for further processing.

If test report is negative then the passengers shall be released from mandatory quarantine.

Exception: Personal of Defense & Central Armed Police are exempted from above provisions.

Passenger Obligation:

COVID negative report (not earlier than 72 hours of arrival) are MANDATORY for entry into Ladakh.

Indore:

Health Screening:

  • Thermal screening shall be done for all passengers.
  • For passengers arriving from Maharashtra into the district of Indore (IDR), it is mandatory for passenger to carry negative RT-PCR report from an ICMR approved lab not earlier than 48 hours. RT-PCR timeline starts from the swab collection time.

Quarantine:

  • Self isolation for passengers arriving from Maharashtra without negative RT-PCR report till the report results are not received. Upon giving the sample for testing, passengers are expected to contact the COVID team at the airport & download the Indore-311 app for monitoring of self isolation status.
  • Fees for COVID test will be borne by passengers (Sodani Lab & Central Lab- ₹1200 per test)
  • Not required for other states/UT

Passenger Obligation:

  1. All passengers must download Aarogya Setu App
  2. For passengers arriving from Maharashtra into the district of Indore (IDR), it is mandatory for passenger to carry negative RT-PCR report from an ICMR approved lab not earlier than 48 hours. RT-PCR timeline starts from the swab collection time.

Airlines Obligation: None.

Airport/State obligation:

  • Thermal screening shall be done for all passengers.
  • Felicitate the passengers arriving from Maharashtra for checking RT-PCR report and guide passengers arriving without RT-PCR report.

Bhopal:

Health Screening:

  • Thermal screening and health profiling shall be done upon arrival.
  • If passenger is found symptomatic, COVID test to be performed
  • For passengers arriving from Maharashtra into the district of Bhopal (BHO), it is mandatory for passenger to carry negative RT-PCR report from an ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time.

Quarantine :

  • COVID test will be done for passengers arriving without RT-PCR report & will be advised for 07 days of isolation.
  • Institutional Quarantine till the test result is available.
  • If the test result is positive, passenger shall be sent to COVID Care Centre. Post which passenger may be required to re-test followed by Home Quarantine as deemed fit by the competent authorities.
  • If the result is negative, further Institutional or Home Quarantine is not required.
  • No quarantine for business and corporate traveler.

Passenger Obligation:

  • Passenger is required to undergo COVID-19 Test at the Airport if advised by the Health Authorities
  • For passengers arriving from Maharashtra into the district of Bhopal (BHO), it is mandatory for passenger to carry negative RT-PCR report from an ICMR approved lab not earlier than 72 hours prior to departure. RT-PCR timeline starts from the swab collection time.
  • All passengers must download Aarogya Setu App

Airlines Obligation: None.

Airport/State obligation:

  • Thermal screening and health profiling shall be done upon arrival.
  • If passenger is found symptomatic, COVID test to be performed

Quarantine:

  1. Symptomatic passengers shall be sent to nearest COVID Care Center
  2. APHO team will put a quarantine stamp on left hand of the passenger.
  3. No quarantine & hand stamping for asymptomatic passenger

Quarantine: No quarantine & hand stamping for asymptomatic passenger

Passenger Obligation:

Mandatory for passengers arriving from NCR/DELHI, Kerala, Rajasthan, Gujarat & Goa to carry RT-PCR report not earlier than 72 hours. RT-PCR timeline starts from the swab collection time.

COVID test will be done free of cost for all passengers arriving from the states of Maharashtra, Kerala, Chhattisgarh, MP, Gujarat, Punjab, Rajasthan, Haryana & Tamil Nadu.

COVID test will be exempted for passengers carrying RT-PCR negative report from ICMR approved lab not earlier than 72 hours.

Quarantine:

COVID protocols will be followed for passengers testing positive. Passengers are be requested to stay in home isolation until test results are communicated by the officials.

Passenger Obligation:

All passengers must download Aarogya Setu App

Health Screening:

RT-PCR test for all arriving passengers on chargeable basis incase passenger is not carrying a negative COVID-19 report on arrival not earlier than 72 hours.  RT-PCR timeline starts from the swab collection time.

Quarantine:

If tested positive, passengers will be transferred to COVID facility for further processing.

Passenger Obligation:

  1. All passengers must download Aarogya Setu App
  2. All passengers must register on the State portal to generate a unique e-invite http://meghalayaonline.gov.in/covid/testing.htm
  3. E-invite can also be generated on Meghalaya Tourism App.
  4. Both e-invite & COVID negative report (not earlier than 72 hours) are MANDATORY for entry into Meghalaya state. RT-PCR timeline starts from the swab collection time

Aizawl:

Health Screening:

  1. Thermal screening shall be done for all passengers.
  2. All passengers with or without negative COVID report will be subjected mandatory Rapid Antigen Test upon arrival.

Quarantine:

  1. All passengers are required to self-monitor and self-isolate for a period of 7 days even if Rapid Antigen Test upon arrival is negative.
  2. Passenger can undergo RT-PCR test outside the airport at their own cost to avoid self-isolation of 7 days
  3. Passengers visiting the state for a short period, i.e., upto 96Hrs shall not be required to self-isolate if they are able to produce a RT-PCR negative report not earlier than 72 hours and valid return ticket. RT-PCR timeline starts from the swab collection time.

Passenger Obligation:

  1. All passengers must download Aarogya Setu App
  2. All passengers must obtain m-Pass from mcovid19.mizoram.gov.in or mCovid19 App

Airlines Obligation:

  1. Must ensure all passengers must obtain m-Pass from mcovid19.mizoram.gov.in or mCovid19 App without which passenger shall not be allowed to travel from origin stations

Airport/State Obligation:

  1. Thermal screening shall be done for all passengers
  2. Rapid Antigen Test for passengers on arrival

Health Screening:

Thermal screening will be conducted for all passengers

Quarantine:

07 days of Institutional Quarantine followed by 14 days of Home Quarantine for all passengers

Exception to Institutional Quarantine:

Below categories of passengers shall be exempted from Institutional Quarantine subject to 28 days of Home Quarantine with active surveillance

  1. Person above the age of 60 years,
  2. Children & parents of children 10 years & below
  3. Pregnant women & accompanying spouse

Health Screening:

Screening as per COVID protocol passengers arriving from any state

All paasengers travelling to Odisha mandatorily need to be in possession of RT-PCR negative report not earlier than 72 hours or a COVID vaccination Final Certificate (after 2 doses of vaccination). RT-PCR timeline starts from the swab collection time.

Quarantine: Passengers arriving without RTPCR negative report or COVID vaccination final certificate shall mandatorily have to undergo 7 days home/institutional quarantine

ExceptionFor asymptomatic passengers who have a RT-PCR negative report not earlier than 72 hours or a COVID vaccination Final Certificate. RT-PCR timeline starts from the swab collection time.

Passenger Obligation:

All passengers must download Aarogya Setu App.

Carry RT-PCR negative report or a COVID vaccination Final Certificate (after 2 doses of vaccination) as per the guidelines mentioned in Health Screening section above for travel

Amritsar:

Passenger Obligation: Domestic Passengers :

All passenger must register on COVA Punjab App before commencing their journey

Jaipur, Jodhpur & Udaipur:

Health Screening:

  1. Thermal screening shall be done for all passengers
  2. It is MANDATORY for passengers arriving from other states to carry a COVID negative report from an ICMR approved lab not earlier than 72 hours of arrival into the state of Rajasthan. RT-PCR timeline starts from the swab collection time.

Quarantine:

  1. 15 days of MANDATORY Quarantine for all passengers arriving into Rajasthan without negative RT-PCR report. 
  2. Symptomatic passengers shall be isolated and taken to nearest health facility

Passenger Obligation:

  1. All passengers must download Aarogya setu App
  2. It is MANDATORY for passengers arriving from other states to carry a COVID negative report from an ICMR approved lab not earlier than 72 hours. RT-PCR timeline starts from the swab collection time.
  3. All passengers must submit Self-Health Declaration and go through screening process.

All passengers travelling to Tamil Nadu shall be required to register on State website and obtain TN e-pass- Generate e-Pass

Health Screening:

Domestic & International:

  1. Thermal screening shall be done for all passengers
  2. No COVID Testing for passengers arriving from other airports in Tamil Nadu, other states & UTs.
  3. COVID Testing will be done to only symptomatic persons coming from Maharashtra & Kerala.

For passenger arriving in CJB, following shall apply

  • It is mandatory for all passengers arriving in CJB to have Auto E-Pass & also carry a negative RT-PCR report not earlier than 72 hours. RT-PCR timeline starts from the swab collection time. The same is not applicable for passengers arriving from Karnataka, Andhra Pradesh & Puducherry)
  • Incase the passenger arrives without RT-PCR report, COVID testing shall be done free of cost at the airport and the passengers shall be released after sample is taken. Further action will be taken basis the test result.

Customers who undergo test on arrival and are.

  1. Found to be positive and symptomatic – will be taken to hospital isolation.
  2. Found to be negative and asymptomatic – will have to undergo for self-monitoring for 14 days.
  3. Found to be negative and symptomatic – will be taken to hospital isolation and decided based on Medical Opinion.

Quarantine:

Domestic:

07 days of Home Quarantine & 07 days of self monitoring for all passengers arriving into Tamil Nadu from Maharashtra & Kerala.

14 days of self monitoring for all passengers arriving into Tamil Nadu from other states/UT.

Business travelers coming to Tamil Nadu for short stay (less than 72 hours) are exempted from home quarantine. Not applicable for passengers arriving into CJB.

Symptomatic passengers will be required to go for Institutional Quarantine till the time COVID test results are available, at the discretion of Health Officials. Post which they will be required to complete remaining period of Home Quarantine.

Asymptomatic passengers are exempted from quarantine.

Passenger Obligation:

  1. Bangladesh Passport holders intending to enter Bangladesh can do so via Akhaura check-post. S/he will be transported to Akhaura check-post in special transport on payment basis
  2. All passengers must download Aarogya Setu App

Dehradun:

Health Screening:

  1. Thermal screening shall be conducted for all passengers.
  2. It is mandatory for passengers to carry RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.
  3. COVID Test will be done (free of cost) for passengers arriving from Maharashtra, Kerala, Punjab, Karnataka, Chhattisgarh, Madhya Pradesh, Tamil Nadu, Gujarat, Haryana, Uttar Pradesh, Delhi & Rajasthan.
  4. Passengers with positive COVID result will be sent to quarantine center for further processing.

Quarantine:

If the passenger is found positive necessary protocols laid down by state authorities will be followed.

Passenger Obligation:

  1. It is mandatory for passengers to carry RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.
  2. All passengers travelling to Uttarakhand for Kumbh Mela in Haridwar are required to register on state website http://dsclservices.org.in/kumbh/
  3. All passengers must download Aarogya Setu App.

Health Screening:

Thermal screening will be done for all passengers.

Passengers arriving from Kerala and Maharashtra will require RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.

For Lucknow only:

Passengers arriving from all states will require RT-PCR report from ICMR accredited labs within 72 hours of departure. RT-PCR timeline starts from the swab collection time.

Passengers arriving without RT-PCR negative report will have to undergo Rapid Antigen at arrival at no charge

Effective 08th April’21, RT-PCR test upon arrival shall also be available at a cost of INR 900 per passenger to be borne by the passenger him/herself

Varanasi : For passengers arriving in Varanasi  from Maharashtra & Kerala below shall apply.

If the passengers are not carrying the RT-PCR negative report, then they will undergo the “RAPID ANTIGEN TEST” at Varanasi Airport.

Any passengers found with SYMPTOMS and not carrying the RT-PCR negative report will only undergo “RT-PCR test” at Varanasi Airport.

Both RAPID ANTIGEN & RT-PCR test will be free of cost by the state authorities.

Quarantine:

Domestic passengers: 14 days of Home Quarantine

Exception to Quarantine:

Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/onward travel.

Passengers arriving from Kerala and Maharashtra will require RT-PCR negative report from ICMR accredited labs done within last 72hrs. RT-PCR timeline starts from the swab collection time.

Carry RT-PCR negative report as per the guidelines mentioned in Health Screening section above for travel to Lucknow

Health Screening:

  1. Thermal screening shall be done for all passengers
  2. It is MANDATORY for passengers arriving from Kerala, Maharashtra, Karnataka & Telangana to carry a RT-PCR negative report from an ICMR approved lab not earlier than 72 hours into the state of West Bengal. RT-PCR timeline starts from the swab collection time.

Quarantine:

14 days of Self-monitoring for all asymptomatic passengers is advised.

For symptomatic passengers, the Health Authorities will decide the Quarantine requirement on case basis
